Mickiela Montoya served her country for seven years. A military policewoman in Iraq, she faced mortar attacks and gunfire But when she came home, her bravery and her skills were useless.

A single mother without a college degree, she found herself on the streets.

"I don't fit the typical stereotype of a homeless person or how a homeless person would be or look," said Montoya, an articulate and attractive 24-year-old.

Neither does Alicia Watkins. A veteran of Iraq and Afghanistan, she wound up homeless while struggling to cope her physical and emotional wounds.

"Your family, they want the person that they sent off to the war. And they will never get that person back," Watkins said. "So it's just a matter of trying to get them to understand that I will never be the same."

There are an estimated 6,500 homeless female veterans on America's streets, double the number of a decade ago, according to the Department of Veterans Affairs. Women veterans are four times more likely than their male counterparts to wind up homeless.

Dr. Diane West runs one of the few programs in the country specifically designed for homeless women veterans at U.S. Vets in Long Beach, Calif.

"Right now we have a program for up to 30 women veterans and I have a waiting list all the time," West said. "The women are coming back and they're depressed. Some of them are suicidal. Some of them don't know how to parent at all and they can be abusive to their own children."

Women vets face all the same issues as their male counterparts: post traumatic stress, sleeplessness and battle injuries. But they face additional challenges unique to them.

Many, like Montoya, are single mothers.

Montoya said she had to leave the army because she had no one to take care of her 2-year-old daughter.

"I went to the VA to ask if they had any type of daycare help or resources and they said no, she's not a veteran, we have help for veterans," Montoya said.

Finding a good paying job with money for child care has been tough, she said.

"My friends went to college and now they have careers," she said. "I dedicated seven years of my life to the military and it's as if it were for nothing."

West's program saved her from hitting bottom, Montoya said.

She called the program a miracle, but for Montoya's there, 49-year-old Carmen Black, the miracle almost came too late.

Black left the military struggling with issues including unresolved sexual abuse she suffered as a child, and fell into drug abuse and prostitution, she said.

"When I finally decided that I wanted to get clean and I went into the first rehab, it was all men, VA," Black said. "It's hard to share with a man about what I'm feeling about being raped."

That's the other unique challenge faced by many women vets. A VA study found one in three report they were raped or sexually assaulted while serving.

Montoya said a fellow soldier threatened to rape her in Iraq. She scared him off by telling him she had a knife.

"I think I can say confidently that every single woman in the military has dealt with sexual harassment at some time in their career," she said.

West says many of the women she has worked with came from chaotic families and joined the military because they believed it was a place where they would be protected.

They thought "they'd have a gun and nobody would mess with them again," West said.

Larry Master Sgt. Mark Eugene Gwathmey, 38, has been a marine since he was 19. When Sergeant Gwathmey returned home from Iraq in 2005, he began to show symptoms of post-traumatic stress disorder. Unexplained seizures followed. At Walter Reed Army Medical Center he was paired with Larry, an English Labrador and golden retriever mix. The bond between them was instant. Larry, helps him cope with stress and maintain stability while walking, and has also demonstrated the potentially life-saving ability to alert Sergeant Gwathmey to a seizure before it happens. His wife, Carolyn, said: "I can't imagine life without Larry. He helps me take care of my husband."

 【ワシントン共同】米陸軍は29日、記録的に増加する兵士の自殺に関する調査報告書を発表した。背景にアフガニスタンとイラクでの9年間の戦闘による兵士の疲弊や部隊内の規律の乱れがあり、多くの司令官が戦闘力維持のため問題を先送りした可能性を指摘した。

WASHINGTON — A new Army report has found that inattention to rising rates of drug abuse and criminal activity among soldiers and not repeat deployments to Iraq and Afghanistan is responsible for the record-high levels of suicide among troops.

The 350-page report, which was released Thursday, said that military commanders are so focused on preparing their troops for war that they've allowed troops to engage in risky behavior at home that may lead to suicide.

The 15-month study, titled Health Promotion, Risk Reduction, and Suicide Prevention, said that the vast majority of soldiers who killed themselves — 79 percent — had never been deployed to a combat zone or had been deployed just once.

The report instead blamed the Army's intense focus on war preparations for "unintentionally" limiting base commanders' "leadership and management requirements."

The result, the report found, is that "enforcement of policies designated to ensure good order and discipline has atrophied. This, in turn, has led to an increasing population of soldiers who display high risk behavior which erodes the health of the force."

The report said that both the use of illegal drugs and the involvement of soldiers in other criminal activities have skyrocketed — and that suicide was one of the results. It called for commanders to move more quickly to eject repeat offenders from the military.

Since fiscal year 2005, 29 percent of suicides included either drug or alcohol abuse, the report found.

"As we continue to wage war on several fronts, data would suggest we are becoming more dependent on pharmaceuticals to sustain the force. In fact, anecdotal information suggests that the force is becoming increasingly dependent on both legal and illegal drugs," the report found. About one third of soldiers are on some kind of prescription drug, the report found including 14 percent who are taking some kind of pain medication.

In addition, there has been an increase in crimes. Soldiers committed 50,523 offenses in fiscal year 2009, compared with 28,388 five years earlier.

The study was commissioned after the Army suicide rate, traditionally below the average civilian rate of 19.2 per 100,000 people, rose to 20.2 per 100,000 in 2008.

Gen. Peter Chiarelli, the Army's vice chief of Staff of the Army, who's led the Army's effort to tackle the rising suicide rate, said the report suggested that leaders who excel on the battlefield may be failing their troops once they return home.

Chiarelli has made the issue a personal priority. He's briefed monthly on each suicide in the Army and has made suicide prevention a top Army issue. At bases throughout Iraq and Afghanistan, signs now tell soldiers to look for warning signs among their comrades.

Back home, however, base commanders remain focused on preparing troops for their next deployment and on the effects of the last deployment. "Because of everything we're doing, we have not paid the attention we need to high-risk behavior," Chiarelli said.

Chiarelli said that the report suggested that commanders must be schooled to spend more time with soldiers, particularly those new to the military and be aware of problems.

The report called for a renewed emphasis on drug and alcohol abuse programs and for commanders to intervene when soldiers violate disciplinary standards. It included several pages devoted to when commanders should move to eject repeat offenders from the military.

"The obligation and authority of a commander to levy consequences for action is a tool every commander must use," the report said. While commanders may struggle to mentor young soldiers, they must also recognize when the best thing for the Army is to seek to have a soldier returned to civilian life.

The authority to separate someone from the Army, the report said, is "arguably the most important tool the leader has to manage the readiness, health, welfare, morale and discipline of the unit."

The report said the Army has done a poor job of recognizing and dealing with drug abuse within its ranks and urged commanders to take a tougher line.

"Serial drug abuse contradicts Army values," the report said. "The large number of soldiers with three or more positive drug tests demonstrates that the Army by its inattention is condoning high risk behavior . . . One should question the fitness and readiness of a soldier who has been identified as a serial abuser."

Drug use is also linked to "criminal activity, spouse abuse and financial strain," the report said.

The report also found that the Army needs to provide at least 36 months time at home between combat deployments — something it won't be able to do for years.

That means that soldiers and their families will face unusually high level of stress, even after a soldier has returned from a deployment — and that the stress may continue "indefinitely," the report found.

In 2009, 160 soldiers committed suicide and another 146 died by other violent means, such as murder, drug abuse or reckless driving while drunk. Another 1,713 attempted suicide.

So far, the Army has not been able to stop the epidemic of suicides. In June, the Army said 32 active duty and reserve officers committed suicide, the highest monthly figure since the military began keep such statistics. So far in 2010, there have been a 80 reported active duty soldier suicides and another 65 among reservists.

After nine years of war, the U.S. Army is showing signs of stress because of repeated deployments and inadequate support for soldiers when they return, according to a blunt internal report released today. It blasts the Army's leadership for failing to recognize the problem.

The figures in recent years are staggering.

The number of soldiers committing suicide has increased since 2004, surpassing civilian rates in 2008. Use of prescription drugs has tripled in the past five years; prescription amphetamines use has doubled between 2006 and 2009. One third of soldiers take at least one prescription drug and 14 percent of soldiers are on some form of powerful painkiller.

Crime is rising every year as well. Each year has seen an increase of 5,000 misdemeanors over the previous year, meaning soldiers are expected to commit around 55,000 such crimes in 2010. Sexual offenses have tripled since 2003. Domestic abuse is up 177 percent in the past six years.

Non-combat deaths among the force have increased steadily since 2001 to the point where the report says that in 2009 more soldiers died as a result of accidents and "high risk behavior" than at war.

"Simply stated, we are often more dangerous to ourselves than the enemy," the report says.

The scathing assessment, commissioned by the Vice Chief of Staff of the Army Gen. Peter Chiarelli, blames Army leadership for failing to realize the deteriorating trend.

"The Army realized too late that there was a very serious problem," it says.

The study also faults Army leaders for failing to enforce discipline after violations, leading to repeat offenders whose problems spiral out of control.

"Soldiers are taking more and more risks, and gaps in policies are allowing it to happen. Ultimately, it poses the question: 'Where has the Army's leadership in garrison gone?'" the report asks, using the term for the period when soldiers are stationed at home between deployments.

Why?

While noting that Army service, particularly during a time of war when a soldier is almost sure to see combat, attracts individuals more prone to what it terms high-risk behavior, the study says the problems are exacerbated by inadequate leadership and screening of troops. It suggests leaders are focusing only on preparing soldiers for their next deployment too quickly without allowing them sufficient time to reset after time in war.

In fact, the report says the Army's current ratio of one year deployed and two at home is inadequate, suggesting that soldiers need at least three years at home before going off again to war to properly prepare.

Suicide

The report suggests that the increasing suicide rates in the Army are due in part to inadequate attention from leaders and fellow soldiers. Nearly a third are the result of drug or alcohol abuse.

Of 1,038 non-combat soldier deaths between 2006 and 2009, the report found that 88 percent were due to high-risk behavior. Of that figure, 46 percent involved drug or alcohol use at the time of death and 20 percent were due to overdose.

Nearly 80 percent of Army suicides take place in the United States, most typically among married 23-year-old, caucasian, junior-enlisted males who have deployed at least once, according to the study.

 自民党憲法改正推進本部(本部長・保利耕輔前政調会長)は4日の会合で、徴兵制導入の検討を示唆するなど保守色を強く打ち出した論点を公表した。これを基に議論を進め、05年に策定した改憲草案に修正を加えて、憲法改正の手続きを定めた国民投票法が施行される5月までの成案取りまとめを目指す。

 参院選を視野に、離反した保守層を呼び戻す狙いとみられる。ただ05年草案も徴兵制には踏み込んでおらず、「右派」色を強めたと受け取られる可能性もある。今後党内外で論議を呼ぶのは必至だ。

 大島理森幹事長は4日夜に「論点は他の民主主義国家の現状を整理したにすぎない。わが党が徴兵制を検討することはない」と火消しを図るコメントを発表した。

 論点では「国民の義務」の項目で、ドイツなどで憲法に国民の兵役義務が定められていると指摘した上で「民主主義国家における兵役義務の意味や軍隊と国民との関係について、さらに詰めた検討を行う必要がある」と記述。

戦争より福祉を ドイツ2青年、朝来の特養で奉仕【神戸新聞】

 「戦争に行くより、福祉を通じて平和のために役立ちたい」と、徴兵制を拒否したドイツ人青年2人が、朝来市内の高齢者福祉施設で働いている。兵役に就かない代わりに課せられる奉仕活動で、2人は母国のNGO(非政府組織)の仲介で来日し、お年寄りの世話をしながら暮らしている。

 フランクフルト出身のラッセン・ニールスさん(20)と、ベルリン出身のエマヌエル・ノイバウアーさん(20)。2人はもともと日本に興味があり、ニールスさんは独学で2年間かけて日本語を身につけた。ノイバウアーさんは中学から高校の7年間で日本語を選択して学んだ。

 現在ドイツ軍は、アメリカに協力してアフガニスタンに派兵しており、戦闘になることもあるという。ドイツでは18歳以上の男性には9カ月の兵役の義務があるが、憲法で拒否権が認められており、国内外で奉仕活動を行うことで代替できる。

 兵役を拒否した2人は「福祉の現場で働きたい」と、ベルリンのNGO「独日平和フォーラム」の仲介で、朝来市生野町竹原野の特別養護老人ホーム「いくの喜楽苑」で9月中旬から仕事に励んでいる。現在は主にデイサービスのお年寄りの世話をしており「日本の若者より親切で優しい」と利用者の評判も上々だ。最初は「お年寄りが話す但馬弁が分からず困った」というが、次第に慣れたという。「日本のお年寄りは親切。僕らに丁寧に接してくれる」と2人は口をそろえる。

 2人は来年8月まで喜楽苑で働き、帰国する。兵役を拒否したドイツ人青年の受け入れは7年前から続けており、2人受け入れるのに年間200万円かかるというが、松本久司施設長は「平和を愛する若者が来日して、地域に溶け込み、国際親善に貢献している。社会福祉法人が平和のためにできることとして、この受け入れを続けたい」と話している。

韓国、兵役拒否の代替服務を撤回 国防省「時期尚早だ」【共同】

 【ソウル25日共同】韓国国防省は25日までに、宗教上の理由などによる「良心的兵役拒否者」に、病院や高齢者施設などでの代替服務を認めるとした盧武鉉前政権時代の決定について「時期尚早だ」として事実上、白紙撤回した。市民団体や野党陣営は「人権政策の後退だ」と強く反発している。

 徴兵制を実施している韓国では「エホバの証人」の信者ら毎年約500-800人が入隊を拒否。大半が懲役刑を科されているが、国防省は昨年9月に「『前科者』を量産する現制度を改善する」として代替服務を認める方針を発表した。

 来年1月にも導入する計画だったが、李明博現政権の与党ハンナラ党や退役軍人らは反対。国防省は今月24日、兵務庁が委託した電話世論調査で、国民の約7割が代替服務に反対していると発表し「現時点で認められない」と態度を一転させた。

 市民団体などはこの調査について、代替服務制度では兵役拒否者に厳しい業務が課され、期間も通常の兵役の約2倍になることを説明せず、恣意的に行われたと指摘。
